Année 2032. Dans la mégalopole de San Angeles, Simon Phoenix, un dangereux psychopathe, s'évade d'un "Cryopénitencier" après 35 ans de captivité. A sa sortie, il trouve une ville non violente à l'atmosphère paisible. Incapable de faire face au style brutal de Phoenix, la police recherche un flic qui luttera contre les crimes à l'ancienne. On sort alors de sa cryoprison le sergent John Spartan qui purge une peine identique au malfrat qu'il avait arrêté...
